Fuels, like petrol and diesel among others, during storage will inevitable contain some water though in small quantity. But the quantity of water so accumulated tend to increase with the time the fuel is left in storage.
At refinery level, as the freshly refined fuel cools down, its water solvability reduces. Henceforth, moisture, which were previously dissolved in the fuel begins to drop out of the fuel. This process continues throughout the fuel’s cooling process even during transport. As fuel is less dense (lower specific gravity) than water, fuel remains at the top and the accumulated water drops down to the bottom of the storage tank and other low-points in the pipeline.
Fuels can be left in storage for a long time before sale or its usage. This fuel will most certainly contain some water. Biological Diesel (FAME) has a propensity to hold more water in comparison to normal diesel due to the presence of ethanol which is highly hygroscopic. As a result, more water accumulates in the fuel tank. This water, along with the hydrocarbons in the fuel provides the quintessential environment for the microbes to grow and reproduce. The resulting effect is a serious problem on fuel quality and consistency.
This problem has been elevated with the introduction of ultra-low sulphur diesel and bio-diesel. This is a serious threat to the automotive owners and bulk storage owners who have invested heavy capitals on these fuels.
The fuels in storage, especially bio-diesel can absorb moisture from its surroundings, this can lead to microbial infestation and fuel bug issues. Fuel tanks/storages in hot countries can accumulate nearly 0.1% water depending on the volume and type of the fuel as a result of condensation during long-term storage.
Fuel spent a long time in storage may suffer from deteriorating fuel qualities due to harmful microbial infestation and spoilage. Notable microbes affecting the fuel system are bacteria, yeasts, fungi and moulds. This microbial contamination can lead to serious problems in the fuel system like system failures and filters, pipelines clogging. Fuels with microbial infestation will suffer from deterioration in fuel qualities.

Works wonders! It rejuvenated a barrel of diesel that I had been storing for a couple of years in my garage. I contacted customer support and they suggested me to use twice the normal ratio, as my fuel was highly contaminated and I had not added any treatment previously. I added the additive to my 15 gallon drum, mixed it thoroughly and then put it in my 2005 Dodge truck. It ran like a charm. In my opinion, this is an outstanding product!
